Commission | Collaborative Design Project for Entrance Portal at Tully Park, Cherrywood

Hines Ireland invites artists to submit proposals for a new sculptural element at the entrance to Tully Park, a new park in the new town of Cherrywood.

At the threshold of a new park for a new town, a portal artwork / sculptural element is proposed to define the entrance and to integrate art into the landscape architecture of the park.  This will be a collaborative project, where the artist / designer will be able to work together with the landscape architects, engineers and others to deliver the piece.

Finance: The value of the commission excluding VAT is €30,000. This is inclusive of artist/designers’ fees, fabrication and installation of the finished work, including the support columns. Lighting is excluded.

Tully Park Entrance Portal – Vision

The entrance plaza and park were designed by Murray & Associates, Landscape Architecture. An indicative design was produced by the Landscape Architect and is included in the Landscape Plan and Elevation (extract in Artist Brief). The elements of this can be varied by the artist/designer

This indicative design is comprised of two steles or columns to create an entrance portal. The columns proposed are H-shaped in plan, with supporting uprights on either side and a panel in the centre. The panels are the primary elements for artistic treatment. It is envisioned that these will be steel (or similar) sheets, designed with perforations, relief work, cutting, scoring, or similar techniques, to create an interplay with solid and void. The challenge would be to incorporate meaningful imagery in an almost two-dimensional surface, using light and shade (both natural and artificial. The artist/designer will have control over the delivery of this element including the design, fabrication and installation of the piece. Collaboration with the Landscape Architect, Engineers or other client or local authority team members will be expected. The artistic work should ideally have some relationship to the heritage of Cherrywood, Tully Church or the Rathdown Slabs, or some other element which is relevant to the context of the site. The sculptural element should also incorporate the park name in Irish and English on the structure (as indicated on the plans). As the piece will be publicly accessible and will be managed by Dún Laoghaire Rathdown Co. Council in the future, the materials and forms selected must be hardwearing, robust, corrosion-resistant and designed to be safe in the public realm.

Selection Process

This commission is organised as a single stage open competition, open to artists/designers with experience of delivering art in public spaces. The selection committee may choose to interview up to three artist/designers prior to awarding the commission, in order to ensure that any queries that may arise relating to the commission can be answered prior to award.

Artists should provide the following information:

Proposal (maximum of five A4 pages):
This must include images and visuals which communicate the proposed artwork concept effectively. The proposal should particularly focus on the following:

  • Artistic concept and intentions
  • Summary Description: A short (300-word max.) outline of your project.
  • Technical issues: including fabrication, installation, summary of maintenance requirements, etc.
  • Proposed outline budget which should include where relevant: Artist’s fees, Development costs, Fabrication, transport and installation, Insurances, engineers (where relevant), and other related costs, Contingency at 5%

Support Material:
Maximum of five examples of previous relevant work to be uploaded in one PDF. Work in public realm context will be considered most relevant. CV or Biography in PDF format.

Selection Panel
The selection panel will consist of personnel from the project team, Hines Ireland and Dun Laoghaire Rathdown Co. Council representing the following roles:

  • DLRCC Arts officer
  • DLRCC Cherrywood Development Agency Project Team Representatives
  • Hines Ireland Representative(s)
  • Independent Artist – Ms. Sandra Bell
  • Landscape Architect for Tully Park (Murray & Associates)

The selected proposal will have to be developed, fabricated and installed by end of February 2022. The artist/designer will work in collaboration with Hines Ireland, their landscape architects and any other personnel / consultants / advisers / experts as may be appointed by Hines Ireland to deliver the selected artwork.
