Hualien International Stone Sculpture Symposium

The Hualien County Government, East Rift Valley National Scenic Area Administration, Tourism Bureau, East Coast National Scenic Area Administration, Tourism Bureau Taroko National Park Headquarters in colaboration with Hualien County Cultural Affairs Bureau organize the 2020 edition of the Hualien International Stone Sculpture Symposium.

The purport of this year’s symposium is “Stone Mambo”, which focuses on the concept of the sculptor’s creative process. Though stone sculpture is a silent art, the sculptors’ creative process is surrounded with huge stones hard to shake, while they wield various tools to carve, it’s like performing graceful dance. After a series of such dramatic mambos, awesome artworks have been left.

Eligibility
All those domestic and foreign art workers who can independently create large outdoor sculptures get the eligibility to attend this symposium.
Open Audition: 16 will be formally selected, while 3 will be on the waiting list.
Date for Creation: from Sept. 27 to Oct. 27, 2020.
Location for Creation: Outdoor Park of Hualien County Stone Sculpture Museum
Mode of Creation: Sculptors should do live creating outdoors, and the entire process of creation will keep open.

Tool equipment:
(1) Personal tools should be prepared by sculptors themselves.
(2) The vehicles transporting stone materials will be provided by the organizer.

All the creation should be mainly made by stones, but it can also be integrated with any other environmentally friendly materials that are weather-resistant, sturdy, unbreakable and can be exhibited over a long term. If there will be other composite materials, they should be prepared, produced and finished by the sculptor, and the material subsidy should be limited within NT$10,000 (invoices or receipts should be checked so as to verify and support the true expenditure ).

The stone materials provided by the organizer include marbles, serpentine, aurora, granite and so on. Stones other than those mentioned above will not be supplied.

The creative design should be presented by single piece or one set with multiple pieces, and the physical size should be within 2-2.5 cubic meters or the space size of the installation technique.

The ownership of the stone sculpture:
(1) The creator owns the moral right of his (her) stone work.
(2) The organizer has the ownership of the large-scale stone

(3) The intellectual property rights belong to the art creator, but the organizer should use it for the purpose of public welfare.
The creator can bring one assistant or dependent. The organizer will provide him the assistant or dependent all meals and accommodation (double room). But the transportation fee and salary should be paid by the creator.

Awards

  • For those who win in the second-round review and are invited to attend the workmanship camp, the organizer will provide the accommodation cost during the period of creating, round-trip economy class tickets and the insurance premiums during the event.
  • The subsidy for the cost of sculpture production is NT$ 250,000 (including tool subsidy NT$ 100,000 and subsidy for the cost of operation NT$ 150,000, but income tax must be deducted from it), and one medal will be presented to commemorate it.
  • According to the relevant provisions of the ROC income tax, all the remunerations for each creation must be deducted income tax by the organizer (20% for foreigners, and 10% for domestic residents).
  • For those who cannot finish their creation due to personal reason, the organizer should rule and eliminate their remunerations for work.

 

HOW TO APPLY

1. Submission for Preliminary
Ways of registration: The interested party should go online to fill in basic registration information and design sketch of application; then, download and fill out the attachments, including the data sheet of the author’s past works (attachment 1) and the affidavit (attachment 2). After filling, please scan as image file (only pdf, jpeg, jpg or png are accepted, and please do not make the size of the file over 5MB.
The application should be finished and uploaded to the online system by Feb. 1, 2020. After registration, the applicant would receive a serial number of successful registration.

  • The written content of above registration should be typed in Chinese or English. If the data is not complete, the application will be rejected.

No matter the application of preliminary is selected or not, all the applicant’s relevant data and photos will be reserved by the organizer. If the applicant is willing to open all the data and photos, please indicate on the application form.

The submission work should be a new one made in the last two years and never attended any competition.

  • Submission time: From now on to the deadline (Feb. 1, 2020). Those who are overtime or have incomplete entry documents will not be refereed.

The preliminary list (24 in total) will be announced on March 20, 2020 and the selected applicant will be received respective notice to submit the model for second-round review.

2. Submission for second-round review

  • Those who pass the preliminary please hand in stone-work model for second-round review and indicate work name, size, material, weight, work photo (front view, side view, back view), creation plan, description of personal creation. All the documents should be mailed to the following address or delivered personally by April 20, 2020:970  No. 6, Wenfu Road, Hualien City, ROC.
  • Any side of the model’s length, width and height should not be shorter than 40 cm.
  • Please attach the detail construction planning of selected creation work (for example: material list or stone cutting plan, creative design diagrams, creation schedule, resettlement layout,workshop drawings, and detail data of stone work. After entering the second-round review, please fill in the format provided by the organizer.)
  • The materials used in making the model should be the same as the ones used in the creation plan.
  • The organizer will subsidize the expenditure of model materials:
  • Foreign subsidy NT $ 80,000 (including shipping cost),domestic subsidy NT$ 50,000 (including transportation charges), while the stonework model should belong to the organizer. The subsidy for materials would be appropriated and remitted after the organizer has signed up the stonework models.
  • Please pay attention to the security of model delivery by yourself, the organizer should not take any responsibility of the delivery and won’t pay the related taxes and customs fees derived from the delivery. The artist should pay all the costs.
  • The referees will conduct public review, formally selecting 16 and picking up 3 on the waiting list among the 24 artists which entered the second-round review.

 

3. Review criteria

  • The organizer will hire domestic and foreign experts and scholars to serve as referees for the preliminary review, selecting 24 artists to enter the second-round review; then, formally select 16 and pick up 3 on the waiting list.
  • Preliminary criteria: personal experience 10%, 3 stone sculptures made in the past 10%, description of the applied work 10%, enforceability 30%, work model photo or design diagrams 40%.
  • Criteria of second-round review: the theme 30%, originality 20%, enforceability 30%, model 20%.
  • The results of second-round review will be published by June 30, 2020. Those who are not selected should not object.

 

4. About returning the applied data:
All the data of the applied work, including photos and design diagrams…etc., will be reserved by the organizer. Therefore, the participants are requested to keep their own backup files in advance.

Other regulations:
The invited artists could provide creation videotapes, living photos, works photos, album and background introduction articles, and so on for the organizer to publicize the data as promotion VCR, DM and the news report of media journalists. All the data provided by the stone sculptors will be stored in the organizer’s library for all works of life to borrow so as to expand the propaganda.
All the invitees should sign the affidavit and comply with the relevant travel regulations.
If there are any other unsettled affairs in the general regulations, the organizer should revise and announce further.
All the art creators participating the symposium this year should be considered as agreeing with all the content in the general regulations.
The organizer owns the right of laying out the place where the stone work displayed, the artist should not object.
For those artists who can finish the creation due to personal reason, the organizer should rule and eliminate their qualifications and recover the medals, tool subsidy, job bonus and the relevant expenditures of creation activities.
